1、立项，确定解决问题能带来的价值，

2、计划，确定时间、人力投入的规模和方式，预测风险

3、执行，持续沟通，推动问题的解决，让进度、问题、风险透明

4、反馈和总结，保持好的方面，改进不好的方面。
